There are several reasons that PM Harper of Canada has only 28% support.

The wars in the Mideast, the fires in Western Canada, the poor economy, the exposed corruption of Harper's last election, the sealclubbing of millions of innocent mammals are some of the election issues as 72% of the electorate want a change. The seaclubbing prime minister of Canada, Stephen Harper, who has instituted policies to butcher millions of seals and whose policies have set fire to the forests of Western Canada, is running for reelection after 9 years in office.

An August 2, 2015 poll by Forum Research showed the most progressive party, NDP with 39% of the electorate, the Conservative Party of Harper with 28%, the Liberal Party (centrist) with 25%, the BQ Party (Quebec) with 5% and the Green Party with 3%. In the past, Harper has managed to combine electoral fraud and the creation of division between other parties to squeak through. The election is in October.

Harper's government has involved Canada in the Iraq War.

The NDP's Mulcair says he is the only alternative to Harper. Among many charges by Harper's opponents are that he has mishandled the economy.
